Diponegoro University (UNDIP) has been long time managing its endless attempts to be accredited as a national university that to be proud of and accredited internationally as an outstanding university. This Program was in line with the global era challenges. The Global era requires high quality education institutions that conduct some attainments to participate in the compete beyond the world's rapid competition. Based on the present conditions, the education quality in a university should always be increased in order to develop qualified, knowledgeable, and high technology human resources. The strategic actions had been taken in line with to the new paradigm of higher education development program which has been proposed by Indonesian Directorate General of High Education (IDGHE).

Sekitar tahun 1960, lembaga pendidikan yang ada di daerah Banyumas baru sampai pada tingkat Sekolah Menengah Tingkat Atas baik umum maupun kejuruan. Sedangkan hasrat dan minat masyarakat untuk mencapai pendidikan yang lebih tinggi, semakin meningkat.
Setelah Fakultas Pertanian berdiri masyarakat Banyumas semakin bersemangat untuk mendirikan suatu Universitas. Hal ini terbukti dengan mengalirnya berbagai bantuan, baik berupa moril maupun materiil dari seluruh penjuru Karesidenan Banyumas (Kabupaten Banyumas, Cilacap, Purbalingga dan Kabupaten Banjarnegara). Pengurus Yayasan Pembina Universitas Jenderal Soedirman dan para pemimpin Masyarakat, baik formal maupun informal, berusaha menghubungi tokoh-tokoh Perguruan Tinggi (UGM, IPB dan UNDIP) dan Pimpinan Departemen PTIP, pimpinan Daerah Tingkat I Jawa Tengah, Pimpinan Angkatan Darat dan Instansi-instansi lainnya, dalam usaha mendirikan suatu Universitas.
